Lieutenant Colonel Felter enlisted in the Marine Corps September 1994 and subsequently was sent to MCRD Parris Island for recruit training. He was designated a ground support equipment electrician in October 1995 and reported to MALS-36, MCAS Futenma, Okinawa. In 1997, Lieutenant Colonel Felter was selected to attend the Naval Academy Preparatory School in Newport, RI. Upon completion of NAPS in June 1998, he was selected and attended the United States Naval Academy in Annapolis, MD. He graduated in May 2002 with a Bachelor’s Degree in General Engineering. He completed The Basic School in January 2003 and reported to NAS Pensacola, FL for flight training. He was designated a Naval Aviator in August 2005 after completion of advanced training at NAS Meridian, MS and subsequently reported to VMAT-203 for AV-8B training.
After completing the AV-8B training syllabus, Lieutenant Colonel Felter was assigned to VMA-223 in January 2007 where he was put into operations. Starting as a daily schedules writer, he quickly became the future operations officer, assistant operations officer and pilot training officer. While assigned to operations, Lieutenant Colonel Felter deployed with the squadron from July 2008 to January 2009 to the Pacific Theater as part of MAG-12 and the 31st Marine Expeditionary Unit (MEU). Upon return, he was designated a weapons and tactics officer by MAWTS-1 and was assigned to VMM-162 as part the AV-8B detachment of the 24th MEU. In January 2010, Lieutenant Colonel Felter deployed aboard the USS Nassau as the AV-8B logistics and communication officer. The detachment participated in OPERATION ENDURING FREEDOM - Horn of Africa for over five months.
Upon Lieutenant Colonel Felter’s return in August 2010, he was assigned to MAG-14 as the assistant operations officer. In July 2011, he graduated from Tactical Air Control Party (TACP) school in JNB Little Creek, VA and was assigned as the Air officer, 1st Battalion, 8th Marines on MCB Lejeune, NC. He deployed with the battalion in support of OPERATION ENDURING FREEDOM in January 2012.
On returning home from deployment in August 2012, Lieutenant Colonel Felter reported to AV-8B Fleet Replacement Squadron, VMAT-203. While there he was assigned as the squadron’s logistics officer and then its Operation’s Officer. He was designated a Night Systems instructor during this tour. Concurrently, Lieutenant Colonel Felter completed Command and Staff - seminar based and was a distinguished graduate. He was subsequently selected to attend resident Command and Staff in June 2015.
After graduation, Lieutenant Colonel Felter was assigned to VMA-231 as the Executive Officer. The squadron deployed in support of OPERATION INHERENT RESOLVE in October 2016, returning home in May 2017. In June, he assumed the duties as the operations officer and 22d MEU AV-8B detachment Officer in charge. For the next year, he rebuilt and trained the squadron that had not deployed on naval shipping in over three years. In December 2018, Lieutenant Colonel Felter assumed the Executive Officer of VMM-264 and deployed onboard the USS Kearsarge. He once again supported combat operations in Afghanistan. In July 2019, Lieutenant Colonel Felter returned from deployment and transferred to MAG-14 as the Readiness officer. In December 2019, Lieutenant Colonel Felter assumed the Executive Officer for VMA-542 until he took command in June 2020.
LtCol Felter’s personal decorations include the Meritorious Service Medal, Air Medal (individual and 6th strike flight award), Navy Commendation Medal, Navy and Marine Corps Achievement Medal, Marine Good Conduct Medal, and various campaign and service awards.
